They r nothing alike and one piece is for mature audiances (i watch both though I find one piece more thought out and meaningful). dubs usually suck unless its made by extremely talented voiced actors ( RARE ! )
the japanese speakers put soooo much more expression and heart into it, just get subs and you`ll be fine. If there is none for your language and you cant speak/read either english or any other then i feel sry for you of course :(

comeon man naruto u see those repetetive moves, of rasengan lookin power but one piece, luffy always comes up with somin new. i admit naruto has a great storyline, but if u read the manga, naruto never comes up with cool jutsu, while lufy comes up with gear two and three, + in the next saga, luffy comes up with crazy surprises
